True cost per qualified conversation = price per call ÷ the share of billed calls actually worth having. If a vendor charges $27 and 62% of the calls you're billed for are junk, only 38% are worth having — so each real conversation cost $27 ÷ 0.38, about $71. A vendor at $60 with a longer buffer that bills 7% junk costs $60 ÷ 0.93, about $65. The higher sticker is the cheaper call.
The junk share is your own estimate. A shorter buffer lets more wrong numbers, wrong states, and hang-ups clear, so estimate a higher junk share for a shorter buffer.
